FTC to Continue Community Care Referrals and Authorization (CCRA) Support for the Department of Veterans Affairs (VA)

VIENNA, VA

As a major subcontractor to Cognosante, LLC, FTC will continue its support for the VA’s Community Care Referrals and Authorization (CCRA) program under a 5-year $217M contract awarded to Cognosante on August 30, 2022. This award represents the third contract iteration under which FTC has supported Cognosante in delivering the Community Care (CC) Referrals and Authorizations (CCRA) solution, an enterprise-wide system used by VA Community Care staff to automatically generate referrals and authorizations for all Veterans receiving care in the community. CCRA—a HealthShare Referral Manager (HSRM) Commercial Off-The-Shelf (COTS) Software as a Service (SaaS) product hosted on the Amazon Web Services (AWS) Federal Risk and Authorization Management Program (FedRAMP) High Government cloud—is an integral component of the VA Community Care Information Technology (IT) architecture that allows Veterans to receive care from Community Providers. Clinical and VA CC staff located at VA Medical Centers, Outpatient Clinics, Community Based Outpatient Clinics, and VISN offices use the solution.

Under this contract, FTC will provide the operational expertise to continue the successful implementation and sustainment of the CCRA program, which has garnered numerous awards, including the 2021 Pinnacle Award for Government Project of the Year and the 2021 FedHealthIT Innovation Award. This support will include providing the technical capabilities to connect with over 155 separate VistA systems; developing and maintaining current and future interfaces required to operate the CCRA solution with the VA enterprise. Support activities will span software maintenance, configuration, development, testing, integration, installation, product and service implementation, training, customer support, technical and operational optimization, cloud and network infrastructure sustainment, and adaptive, perfective, and corrective maintenance.
