CHIEF EXECUTIVE OFFICER
A seasoned leader with more than 22 years of relevant industry experience leading multidisciplinary teams through complex operational improvement initiatives, Tim is a Project Management Institute-certified Project Management Professional and a Healthcare Financial Management Association-Certified Healthcare Financial Professional with a master of business administration from the State University of New York, Empire State College and a bachelor of science degree in business administration from Nazareth College of Rochester, NY. Prior to co-founding Federal Advisory Partners (F|A|P) in 2017, Tim served as a Deputy Director with Altarum Institute, a nonprofit research and consulting organization and was the Managing Director of his own health care consulting firm that provided advisory services to optimize business performance within a multitude of health delivery organizations. In his role as Chief Executive Officer of F|A|P, Tim is responsible for creating, communicating and implementing the organization’s vision, mission, and overall direction, in addition to evaluating competitive landscapes, opportunities for expansion, client development, and partner relationships. Following F|A|P’s acquisition of FTC, Tim oversees the strategic planning, direction, and vision for the merger, leading integration efforts across organizations and charting the course for rapid acquisitional and organic growth across the combined portfolio.
A published author and keynote speaker, Tim’s thought leadership has been featured in several health-related journals and at regional and national health care finance conferences. In 2020, Tim was recognized as a “Rising Star of GovCon’ by DCA Live. He currently serves as an Advisory Board Member to Housing Families First, a nonprofit organization that provides families experiencing homelessness with the tools to achieve housing stability, and as a Board member to the Tewaaraton Award Foundation, a nonprofit organization dedicated to giving back to the Native American community through educational scholarships and youth development.
In his spare time, Tim enjoys spending time with his family, traveling both domestically and internationally, and reading. Tim is always on the hunt for his next book
THOMAS KENNY
CHIEF DELIVERY OFFICER
With over 20 years of experience in government contracting in a wide range of roles that included software developer, Server and Network Engineer, Enterprise Architect, Project/Program Manager, and Vice President, primarily at SDVOSB and 8(a) small businesses, Tom has a wealth of management and technical expertise. Before transitioning to the FTC team from ProSphere, Tom worked as a government contractor for small companies managing contract transitions, operations, engineering and architecture projects for government agencies that included Veterans Affairs (VA), DoD, DoS, FBI, DOI, DOT, Agriculture, DOE, and DoEd. In his current role as FTC’s Chief Delivery Officer, Tom oversees all contracts related to IT service, Enterprise Architecture, Server Engineering, software development and migration, and customer support, managing complex IT designs and programs across all levels of operation.
Aside from spending time with his family in his off-time, Tom enjoys sports like skiing, soccer and volleyball.
MONICA ROSSER
CHIEF GROWTH OFFICER
As a Robertson Scholar, Monica earned a dual major undergraduate degree at the University of North Carolina – Chapel Hill. She went on to earn her Juris Doctorate at Villanova University School of Law and her Master’s Certificate in Health Information Technology from George Washington University in Washington, DC. Monica’s experience spans over a decade of leadership experience in both small and large businesses serving the government sector. Prior to joining FTC in 2016, Monica led SBG’s IT Center of Excellence of over 180 dedicated Health IT professionals serving three Cabinet administrations and their portfolio of programs and oversaw both Deloitte and Booz Allen Hamilton’s significant programs in the Defense Health Agency (DHA) and the Department of Veteran Affairs (VA). Having joined FTC’s Growth team in 2016, as Senior Vice President, Business Development, Monica was pivotal to the company’s incredible growth, amassing over a half-billion-dollar portfolio within the Department of Veteran Affairs (VA) and expanding the company’s footprint in new markets by securing key contracts within the Defense Health Agency (DHA) and the Department of Justice (DOJ), among others. As Chief Growth Officer, Monica works across key activity areas to align FTC’s business development efforts with strategic targets and drive the company’s continued growth across a wide range of federal government agencies.
In December, 2019, Monica was awarded the prestigious FedHealthIT 100 Award by FedHealthIT Magazine in recognition as an industry leader driving change in the Health Information Technology Market, while in September, 2019, Monica was named a “Rising Star of GovCon” by DCA Live in recognition of her impressive track record in the industry. Outside of work, Monica lives with her husband Andrew in Herndon, escaping Virginia whenever possible back to her native Florida sunshine.
DON SOTTILE
CHIEF TECHNOLOGY OFFICER
With a B.S. in Computer Science and a minor in Engineering from New York’s Hofstra University and his PMP from the PMI Institute, Don is also trained in CMMI for Development and Services and ITIL. Prior to joining FTC, Don served as the Vice President of Technology Services and Support at Planned Systems International, where one of his key initiatives was the design, implementation and oversight of PSI’s cloud services. Don founded SGS Partners, Inc., a financial and technical services consulting firm focused on providing senior leadership services to small and mid-sized corporations. He also held positions as CTO of Pedestal, Inc. and CIO of SunTrust Equitable Securities, the Investment Banking Division of SunTrust Bank, Inc. Don has overseen projects for Barclays de Zoete Wedd’s Money Market and Foreign Exchange Division and Republic National Bank of New York’s Global Treasury, Mortgage Processing and Credit Systems divisions. In his current role as Chief Technology Officer for FTC, Don oversees the Technology Services Team, the Quality Services Team and the Facilities Team that supports both FTC’s corporate headquarters and the Melbourne, Florida, office.
Don is a Veteran of the United States Army, having served as an Armor officer before his civilian career.
